Chief Robert Heuer, Castle Rock Police Department

 

On behalf of the City of Castle Rock Police Department it is our pleasure to serve you. The police department is continuously striving to provide you with the professional level of service you have come to expect. Through our website we hope to provide you with useful and convent resources including a sex-offender registry, downloadable documents, and resources, to name a few. We are striving to meet our communities ever changing needs and I hope you will find this resource a valuable one.

National Night Out
            The "25th Annual National Night Out" (NNO), a unique crime/drug prevention event sponsored by the National Association of Town Watch (NATW), was held on  Tuesday, August 5, 2008. We cordially invited you and your community to be a part of our NIGHT OUT 2008 team.
            National Night Out campaign involved citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials from over 10,000 communities from all 50 states, U.S. territories, Canadian cities and military bases worldwide. In all, over 35 million people participated in National Night Out.
NATIONAL NIGHT OUT is designed to:

  • Heighten crime and drug prevention awareness;
  • Generate support for, and participation in, local anticrime programs;
  • Strengthen neighborhood spirit and police-community partnerships; and
  • Send a message to criminals letting them know that neighborhoods are organized and fighting back.

            The Castle Rock National Night Out was a huge success. We had over 100 attendees, with demonstrations from the Cowlitz County PUD, Cowlitz County Sheriff’s K-9 Division and Cowlitz County Fire District #6. Thank you to all the attendees and all of the demonstrators.

Youth Out Reach

            We will be hosting our second Dodge Ball Game for 2008. It will be held on Tuesday, October 14, at the Castle Rock Middle School. Warm up your arm and keep you eye on the web page for details.

            Chaplin Steve White has done an outstanding job in improving our outreach programs. He is gearing up with Shop with a Cop program to allow local under privileged children to go Christmas Shopping with a police officer. Again watch the web page for details.

Volunteer Programs

            The volunteers of the police department, the Reserves and Cadets, have volunteered hundreds of hours to the citizens of this community. They are a vital part of the service that we provide. They participated in National Night Out, Mt. Mania, Castle Rock Fair Parade, and provide security at sporting events at Castle Rock High School. They had also assisted in numerous investigations and police details.

Budget

            As many of you may have heard, the recent assessment of the City’s budget capabilities has resulted in the identification of a citywide structural deficit. A structural deficit occurs when revenues cannot meet anticipated budget expenditures. City Department was tasked with a budget reduction in 2008 and 2009.

            The staff of the police department continues to strive to do more with less. In the past 9 months the members have procured numerous grants, totaling in excess of $17,000. The police department is striving to be on the cutting edge of technology in order to improve our service to the public at the best possible cost.

Traffic Safety

            The patrol officers have participated in numerous traffic safety emphasis patrols. We continue to hold the safety of our citizens as our number one priority. This year we participated in the “Every Fifteen Minutes Program” aimed at reducing teen deaths due to alcohol related crashes, the “X-52: Sustained Enforcement” program which  focused on impaired driving and speed enforcement.

 

            In closing, I would like to express my condolences to the men and women of the Skagit County Sheriff’s Office and the family of Deputy Anne Jackson. Deputy Anne Jackson was shot and killed on Tuesday, September 2, 2008, after responding to a disturbance at a residence in the small town of Alger, Washington. When dispatchers were unable to reach her, another deputy was sent to the location and found her body, along with a second shooting victim.

            To date, 87 Law Enforcement Officers have lost their lives in 2008. Each death weighs heavily on all police officers and their families. It is a sobering reminder of the risks that we face as a law enforcement officer. As we have just passed September 11, I would ask the public to remember that these brave men and women gave of themselves each and every day to protect and serve their communities, and for all of the officers that have gave the ultimate sacrifice to bring safety to you.
